Setbacks and an alarm on every enclosure

Under the City's Residential Swimming Pools sheet, a private pool serves only the people living in the one-family, two-family or multiple-family dwelling it belongs to, and must be "located and fenced in accordance with the regulations of the City of Troy." It may not be operated as a business or kept in a way that is "hazardous or obnoxious to adjacent property owners." A pool may sit no closer than 10 feet to buildings, especially the main residence, and no closer than 10 feet to the property lines, and no posts are allowed under overhead wiring. All pool enclosures must meet the barrier requirements of the International Residential Code, the International Property Maintenance Code and City ordinance, "and shall be equipped with an alarm system."

What the City's pool checklist asks

The sheet closes with "Pool Questions" that the City uses to review and approve an application for a new onground, storable, residential pool. It asks whether the enclosure is at least 48 inches high on the outside of the fence. Where the fence is under 54 inches tall, it asks whether the latch can only be worked from inside the gate, and whether the gate closes and latches itself when opened only six inches. It also asks where the pool drain is and whether it carries suction entrapment avoidance labeled with UL 1563 or CSA C22.2 No. 218.1. The sheet lists no fees, and the City's pages leave open whether a resurface of an existing pool needs a permit; the City of Troy can answer that before work is booked.

Old Troy, New Troy and the railroad

New Troy grew up around a station on the Missouri, Kansas and Texas Railroad after 1882 and took the place of an earlier community named Troy, two miles north on Elm Creek; some Old Troy residents refused to move, and for a time the two coexisted. By 1884 New Troy had 250 inhabitants, a post office, two churches, a gin and mill, three saloons, a hotel and a cooperative association. A cyclone destroyed a store in 1886, the weekly Troy Enterprise was in print by about 1892, and in 1903 the Troy school was the largest district school in the county, with 171 pupils and four teachers.

The town shrank to 219 residents in the 1930s and held there until the 1960s. Troy incorporated in 1960 with 275 residents and then grew quickly, to 450 in 1968, 704 in 1978 and 1,581 in 1988, before easing to 1,378 by 2000.
