Vinyl Pool Liner Replacement in Killeen, Texas
Killeen Pool Resurfacing offers pool liner replacement in Killeen, Texas, taking out a worn vinyl liner, preparing the pool floor and laying a liner pad before the new liner goes in, the standard method Latham Pool Products describes for an inground pool. Latham says the replacement typically takes 1 to 3 days in the hands of a professional, depending on the pool's size and complexity.
Taking a liner out means taking the water out, so Killeen's drain and drought rules apply, and Latham tells owners to consult their pool dealer before a vinyl liner pool is drained. The estimate is free: we'll talk through liner thickness, fit and pattern, and whether the liner or something else is losing water. Calls and requests reach someone at any hour of any day.

Signs a vinyl liner needs replacing
Tears, fading, slipping and a loose bead
Latham, a liner maker, gives four signs. The vinyl shows cracks, tears or wrinkles. It has faded until the pattern can no longer be made out. It is stretching or falling out of its track in places where the pool wall shows through. Or it is pulling away from the bead that holds it in the tracking around the pool's top edge.
How long a vinyl liner lasts
Latham says vinyl liners typically last 10 to 15 years from installation, depending on water chemistry, sun exposure, how often the pool is used and the liner's thickness, and calls proper water chemistry vital to making one last longer. Its own liner vinyl is made algae-resistant and antimicrobial to cut upkeep, and treated with UV inhibitors to keep its colors vibrant.
Concrete and fiberglass pools have no liner to replace; their surface is refinished instead. Ramuc writes its pool paints for unpainted masonry pools and specifies epoxy for fiberglass, the subject of pool painting, and a worn fiberglass gelcoat is covered under fiberglass pool resurfacing.

Liner thickness and the bead track
20 or 27 mil, measured in mils
Liner thickness is measured in mils, thousandths of an inch, and Latham names 20 and 27 mil as the common options; GLI Pool Products, a second liner maker, sells its inground liners in the same two thicknesses. In some areas thickness is quoted in gauge instead, which Latham warns is not the same unit: a liner described as 30 gauge might measure 27 mil, or 0.027 inch. GLI calls gauge no valid measurement for vinyl at all. Thicker 27 mil liners cost more to install than 20 mil ones, Latham says, but are more durable and save on cost and upkeep over their lifespan.
How the liner hangs
GLI defines the bead track, or receiver, as the place where the liner's bead attaches to the pool wall. Esther Williams and Johnny Weissmuller pool kits use a special track that takes only a thicker bead, GLI notes, so a standard-bead liner would sit too loose in it. GLI's overlap liners, which drape across the wall and are held tight with coping strips, and its Unibead liners, which hook over the top of the wall or convert to a standard bead, are sold for above-ground pools.

Check with the dealer, then drain
Latham tells owners to consult their pool dealer before draining a vinyl liner pool, for the safest way to proceed. In Killeen the chlorinated water goes onto the yard's own soil, not the street or a storm drain, until dechlorination brings its total residual chlorine under 0.10 mg/l.
Remove the old liner
Latham's standard method takes the old liner out first rather than laying the new one over it.
Prepare the floor and lay a liner pad
The pool bottom is prepped and a liner pad installed before the new liner goes down, as Latham describes.
Set the bead and refill
The new liner's bead is secured in the tracking around the pool's top edge, and the pool is refilled under whatever drought stage the City has posted.

Killeen refill water and permits for a liner job
Refill rules and water rates
Killeen's drought plan, from Stage 2, ties pool filling to the address's designated watering days (Sundays and Thursdays when the address ends in an even number, Saturdays and Wednesdays when it ends in an odd one), and on those days never between 10 a.m. and 8 p.m. Stage 1, which sets no pool limit, was the stage on the City's pages on October 4, 2026; check again before the old liner comes out. From October 1, 2026, the City's FY 2027 water rates on a 3/4-inch meter run $16.32 for the first 2,000 gallons, then $3.66 for each 1,000 gallons through 15,000 and $4.68 for each 1,000 between 15,001 and 30,000; a home's sewer charge stops climbing once use reaches 10,000 gallons a month, where it tops out at $48.84.
Permits, and addresses outside city limits
Liners go unmentioned in the pool code Killeen adopted; that code waives its permit for replastering or resurfacing an existing pool, while the City's own code requires a permit to alter or repair a structure, and plumbing, electrical and fence work have their own permit rules. Confirm with Killeen Building Inspections before the job starts. A Killeen mailing address doesn't always mean City rules: some subdivisions lie outside city limits, and outside them Bell County issues no building permits and has no building code or zoning, so the county is the one to ask there.

What is the average cost to replace a pool liner?
Typical Killeen-area pricing reported in 2020 put relining a 16-by-32-foot rectangular pool at a fixed $2,011.63 to $2,511.25, covering removal of the old liner, minor surface repairs, cleanup and a new 20-mil liner, and leaving out pools with stairs, groundwater problems, curved shapes, equipment repairs and premium liners. National averages reported in 2024 run $1,125 to $3,688, averaging $2,393, with inground liners at $700 to $1,500 for materials and $1,000 to $2,500 to install, and national averages reported in 2026 put installing or replacing a vinyl liner at $2.30 to $3.80 per square foot, materials and labor included. These are published figures, not our prices, and a hard-to-reach pool adds labor, so the price comes from seeing the pool.
Can a torn vinyl liner be patched instead of replaced?
Usually, according to GLI Pool Products: most liner leaks come from damage by an outside source, which a standard vinyl patching kit can normally fix. A seam separation is different. The heat-welded seam splits, usually where the wall meets the floor, leaving a hole, and it is the only kind of leak GLI's warranty covers.
Can a new pool liner go over the old one?
Latham strongly advises against it. For the best result, it says, the pool bottom has to be prepped and a liner pad installed before the new liner goes down, and removing the old liner first is actually faster and more cost-effective in the long run.
Can I replace a vinyl pool liner myself?
Latham warns that a do-it-yourself installation can void the liner's warranty, and tells owners to consult their pool dealer before draining a vinyl liner pool. Its U.S. vinyl liner warranties run 20 years limited on most lines: 5 years full and 15 prorated for Pacific, DaVinci, Kafko, VynAll and Plastimayd; 3 full and 17 prorated for Latham, Performance, Premier and Oasis; and 1 full and 19 prorated for Signature. Those are the maker's terms, not an installer's.
Why is my vinyl pool losing water?
It isn't always the liner. GLI lists evaporation and leaks in the pump, filter or plumbing, or in the gaskets at the skimmer, return jets or pool light, and says a pool professional is the best way to find the cause; the EPA's list of leak points adds the pool-to-pipe connection, the pool edges and the pipe joints. For the liner itself, Anderson Manufacturing makes the LeakTrac, an electronic detector that scans vinyl liner pools for pinholes too small to see and can be used even in water too green for a dye test. The Texas Water Development Board's records for the one-degree block that includes Killeen show 11.08 inches of lake evaporation in July 2022.
