What a pool remodel can include

A new finish, waterline tile and coping together

Pebble Technology International says the finish and the waterline tile are usually done at the same time in a remodel, and that for remodels its applicators strip the old surface off first. Tile choices, setting materials and cure times are on the pool tile replacement page. The edge and the deck around the pool are covered under pool deck resurfacing; the 2021 International Swimming Pool and Spa Code requires decks, coping and similar step surfaces to be slip resistant and cleanable.

Tanning ledges, steps and benches

The CDC's Model Aquatic Health Code describes an underwater shelf, the tanning ledge or sun shelf, as an expanded top step or a separate area many feet wide and long, mainly for lounging in very shallow water. For backyard pools, the 2021 code calls for an entry and exit serving any shallow area deeper than 24 inches, stair treads at least 10 inches deep with at least 240 square inches of walking surface, risers no taller than 12 inches, and beach entries no steeper than 1 in 7. Ledge Lounger, an in-pool furniture maker, measures a ledge at water level rather than at the coping and checks the depth at several points, since many ledges taper. Diving pool conversion

Under the International Swimming Pool and Spa Code, a nondiving residential pool is Type O, and diving equipment is barred from it. In the 2021 edition, a residential shallow end is 33 inches to 4 feet deep at its shallowest point, the first slope change comes at least 33 inches deep and at least 6 feet from the start of the shallow end, the deep-end floor slopes no more than 1 in 3, and a rope and float line crosses the pool 1 to 2 feet toward the shallow side of the slope break. The residential pool standard's informational safety appendix says never to dive head first into water 5 feet deep or less. The conversion itself is covered under diving pool conversion.

Raised walls, spillways and finish above the water

A raised wall or spillway holds water on one side and dries out on the other. The American Shotcrete Association says walls like that need measures that make them watertight, because water moving one way through them leaches calcium and can badly deteriorate the structure over time, and salt building up behind tile or coatings can debond them. Its remedies include waterproof membranes, pozzolans or polymers in the mix, a lower water-cement ratio and densifiers, and it advises against non-breathable paints or sealers on a surface already showing efflorescence. SGM says Diamond Brite above the water looks drier than the finish below it and may check-crack, and water-curing those areas for 7 to 28 days reduces shrinkage cracking. Blisters left above the water can fill and delaminate when it freezes, SGM adds; in the February 2021 freeze, Killeen's NOAA station logged lows of 5°F and 2°F.

Reshaping a pool shell with new shotcrete

New ledges, steps and benches mean placing new shotcrete against an old shell. The American Shotcrete Association's guidance, step by step:

  1. Roughen and clean the old surface

    The bond holds when the old concrete is roughened to about 1/16 inch or more and cleaned, which abrasive blasting can do, or a water blaster rated at 5,000 psi or more.

  2. Dampen it to saturated surface-dry

    The surface should feel damp without leaving water on a hand. No bonding agent goes between old and new, the Association says, because one can act as a bond breaker.

  3. Shoot the shotcrete at high velocity

    The Association recommends dry-mix shotcrete (gunite) of at least 4,000 psi at 28 days and an ACI-certified nozzleman; placed this way, the joint acts as one piece instead of a cold joint.

  4. Clean between layers

    Where a layer has hardened, loose material, laitance and overspray come off before the next one, and the joint is cleaned of its gloss and dampened.

  5. Cure at least 7 days

    Without a cure, windy, hot or dry weather makes shrinkage cracking more likely and stops the concrete reaching its full strength.

  6. Prepare for tile and finish

    Any curing-compound film is sand- or water-blasted off before plaster or tile is set, and the surface is pressure-washed of grit and dust. LATICRETE wants a concrete shell cured at least 28 days before tile.

That cure matters in Killeen's summers: the Killeen station averages 104.8 days a year of 90°F or more in NOAA's 1991–2020 normals, and the Texas Water Development Board measured 55.27 inches of lake evaporation in 2025 in the one-degree block that contains the city. For structural changes the Association itself points owners to a local engineer familiar with pools and spas. The 2021 code also requires different materials in one pool to be chemically and mechanically compatible, and the shell to stay watertight with a smooth, easily cleaned surface.

Pool remodeling permits and City rules in Killeen

When the City's permit rules apply

Under Killeen's own code, a permit comes before anyone constructs, alters or repairs a structure, or installs, alters or replaces plumbing, electrical, gas or mechanical systems, and the City's handouts require one for any pool 24 inches or more deep. A permit to construct, enlarge, alter or repair a pool is required under the 2024 pool code Killeen adopted, the International Swimming Pool and Spa Code, with an exemption for replastering or resurfacing an existing one; that exemption is the model code's wording, not a City statement. Plumbing cut-ins, new wiring and fence replacement beyond a 25-foot like-for-like repair each have separate City permit rules. Plan review, fees and inspections

Swimming pools are on the City's list of projects that need a plans review, which it says normally takes 10 days, though the code allows up to 45 calendar days; applications go through the City's online system, MGO Connect. The 2025–2026 and FY 2027 fee schedules both list a below-ground swimming pool permit at $245 plus a $10 tech/application fee, and the FY 2027 schedule prices residential remodel, repair and improvement permits at $55 for building and $50 each for electrical, mechanical and plumbing. Work started before the permit is issued pays double fees. An in-ground pool, under the City's handout, gets a foundation and bonding inspection before any concrete goes in, and its final inspection only when the pool is completely filled and running and its equipment bonding is complete.

Clearances, debris and work hours

Killeen's pool handout keeps a pool at least 10 feet from exterior outlets and service equipment, 25 feet from overhead service lines and 5 feet from underground electrical lines, requires GFCI protection on outlets within 20 feet, and ties metal equipment, ladders and light fixtures within 10 feet into the pool's grounding system. It also has owners locate underground utilities before any digging. The City is the only lawful hauler of solid waste in Killeen and rents roll-off containers of 20, 30 and 40 cubic yards for construction debris, and its noise ordinance defines nighttime as 11 p.m. to 7 a.m.

HOA approval and addresses outside city limits

City and HOA approvals are separate, and the City says it can't enforce deed restrictions, which are left to the association or the owners. The Willows' 1991 declaration, for one, requires an architectural committee's written approval before any exterior addition, change or alteration. Some homes with Killeen mailing addresses, the Turnbo Ranch subdivision among them, are outside city limits, and there Bell County offers no building permit and has no building code or zoning.

How much does a pool remodel cost?

National averages reported in 2024 put a swimming pool remodel at $5,000 to $30,000, and an in-ground remodel at $6,000 to $50,000; within that, resurfacing the interior ran $2,000 to $15,000 and replacing or repairing components $50 to $5,000. National averages reported in 2025 give a normal range of $5,597 to $15,771, with the full span running $1,600 to $30,000, and advise budgeting separately for add-ons such as LED lighting, new skimmers, chlorination systems and deck resurfacing. How long does a pool remodel take?

Anywhere from a week to much longer, by Pebble Technology International's account, depending on the scope. The waits add up when the shell changes: new shotcrete should cure at least 7 days, the American Shotcrete Association recommends, and LATICRETE wants a concrete shell cured 28 days before tile. LATICRETE's tile cure before filling is then 14 days at 70°F for latex-fortified cement grout or 10 days for epoxy grout, and Oceanside Glass & Tile asks 21 days. Where a permit is needed, Killeen's plans review normally takes 10 days.

Who can pull a pool remodeling permit in Killeen?

A homeowner doing the work on a home recorded as their homestead, or a contractor registered with the City. When a project needs more than one permit, the City issues them to a registered general contractor, who is responsible for all inspections and fees, and each permit holder needs at least $100,000 per occurrence in general liability insurance. Texas itself licenses no pool contractors; the state licences that apply cover the electrical work and, where the local code official decides a pool-piping job is plumbing, the plumbing.

Does a remodel bring the whole pool up to current code?

Not by itself. The 2024 pool code Killeen adopted lets an existing pool stay in use if repairs follow its original design and create no hazard, and says alterations or repairs must meet the rules for a new system without requiring the rest of the existing pool to comply. In a pool built for diving, the 2021 code keeps steps, ladders, underwater benches and other features outside the minimum diving water envelope.

Can a pool be made bigger or reshaped?

The shell can be added to: the American Shotcrete Association says new shotcrete bonds to a properly prepared old surface as one piece, though it refers structural questions to a local engineer familiar with pools. In Killeen a pool may sit only in a side or rear yard, at least 5 feet from side lot lines and 10 feet from the rear lot line, and in-ground pools are barred from public utility easements without the city engineer's written approval and from drainage easements where they could impede drainage. The adopted pool code requires a permit to enlarge a pool.
