Pool Tanning Ledges and Steps in Killeen, Texas

Killeen Pool Resurfacing builds pool tanning ledges, steps and benches in Killeen, Texas: a shallow sun shelf for lounging, a wider set of entry steps or an underwater bench, added to an existing concrete pool and finished to match the rest of the shell. Typical Austin-area pricing in 2026 notes that the added cost of a ledge drops considerably when the pool is already being resurfaced; the wider job is covered under pool remodeling.

Diving pools are a special case. The 2021 International Swimming Pool and Spa Code places the steps, ladders, underwater benches and similar features of a pool designed for diving outside its minimum diving water envelope, and making such a pool shallower is a diving pool conversion. We'll go over the size, depth and features of a ledge or new steps at a free estimate.

Tanning ledge depth, slope and features

How deep a sun shelf sits

Ledge Lounger, a maker of in-pool furniture, builds around ledges of typically 6 to 9 inches of water: its Signature Chaise suits water up to 9 inches deep, and it makes deeper models for deeper ledges. For backyard pools, the nearest depth rule in the 2021 code caps the flat surface of underwater seats, benches and swimouts at 20 inches below the design waterline.

Slope, taper and in-pool furniture

A ledge that slopes noticeably can make in-pool furniture unstable, Ledge Lounger warns. Because many ledges taper, it takes the water depth at several points and measures the length and width at the water's surface rather than along the coping.

Lights and bubblers on a ledge

Bubblers and lights put plumbing and wiring into the new concrete. Pentair's ColorVision bubbler sits flush with the pool finish in a niche set into the gunite, fed by a 1-1/2-inch water supply with 1-inch electrical conduit, in water 2 to 12 inches deep and at least 3 feet from walls and other bubblers. In Texas, non-exempt electrical work belongs to a licensed electrician, who works through a licensed electrical contractor, and Killeen's permit handout lists cutting into or installing plumbing pipes and installing wiring or circuits among the work that needs a permit, though its examples are household fixtures rather than pool equipment.

Pool steps and benches in a backyard pool

The 2021 code asks for a way in and out of any shallow area deeper than 24 inches, on the shallow side of the first slope change, and accepts steps, stairs, ladders, treads, ramps, beach entries, underwater seats, benches, swimouts or other approved designs. Stair treads in a home pool need a depth of at least 10 inches and at least 240 square inches of walking surface, with risers of 12 inches at most, though the top and bottom risers may differ. A beach or sloping entry can't be steeper than 1 unit down for every 7 across. Where the deep area runs past 5 feet, the code wants a way out there as well, with handholds allowed where an exit would be hazardous.

  • Stair treads: at least 10 inches deep
  • Tread area: at least 240 square inches
  • Risers: 12 inches at most
  • Sloping entry: no steeper than 1 in 7
  • Seats and benches: within 20 inches of the waterline

Building a ledge or steps onto an existing shell

Tying new concrete to the old shell

Retrofitting a ledge into an existing pool means cutting into the shell, tying in new steel, then shooting and refinishing the new section, as Austin-area pricing published in 2026 describes it. The American Shotcrete Association says new shotcrete bonds well to old concrete that has been roughened to about 1/16 inch or more, cleaned and brought to a saturated surface-dry state, so that old and new act as one piece; it advises against any bonding agent between them, because one can act as a bond breaker. When asked about restructuring a spa, the Association wouldn't advise on the structure of a remodel and pointed instead to a local engineer who knows pools and spas. The full sequence is set out on the pool remodeling page.

Curing in Killeen's summer heat

Curing new shotcrete for at least 7 days helps hold shrinkage down, the Association says; left uncured in heat, wind or dry air, it is more likely to crack as it shrinks and may never reach its full strength. At NOAA's station in Killeen, 2023 brought 75 days at 100°F or above, the most in the station's record, and 2022 brought 53.

Pool tanning ledge questions

How much does it cost to install a tanning ledge in a pool?

Typical Austin-area pricing in 2026 puts a Baja shelf on a new gunite build at $2,000 to $6,000, while retrofitting one into an existing pool usually runs $8,000 to $20,000 or more, less when the pool is already being resurfaced. National averages reported in 2026 give $3,000 to $5,000 for a basic ledge in a new gunite or shotcrete pool, $4,500 to $7,500 with an umbrella sleeve, $5,000 to $8,500 with bubblers, $6,000 to $10,000 with premium tile, and $5,000 to $15,000 or more for an existing-pool remodel with a ledge added. These are published figures, not our prices.

What is the best material for pool steps?

The code rules on steps deal with grip and visibility. At apartment, HOA and other public pools, the 2021 code requires surfaces people stand on to be slip resistant, and the leading edges of stair treads get a slip-resistant contrasting tile or other permanent marking 1 to 2 inches wide. On a ledge, national averages reported in 2026 put full tile at $50 to $70 per square foot, about $3,200 to $4,500 for a 64-square-foot ledge, while waterline tile used as an accent costs $15 to $20 per linear foot for a similar visual break.

What is the next step after gunite?

Curing. The American Shotcrete Association recommends at least 7 days of curing for new shotcrete, and any curing compound left on the surface forms a film that has to be blasted off before plaster or tile goes on, or it acts as a bond breaker. SGM, a plaster maker, wants a new concrete shell fully cured for at least 28 days before its finish is applied.

Do I need a permit to add a tanning ledge in Killeen?

Plan on asking. Killeen's code requires a permit before anyone constructs, alters or repairs a structure, and the 2024 International Swimming Pool and Spa Code the City adopted calls for one to alter a pool; its exemption covers only replastering or resurfacing an existing pool, and that is the model code's wording rather than a City statement. A Killeen permit lapses if work doesn't start within 180 days of issue or stops for 180 days. Ask Killeen Building Inspections, at 100 E Avenue C, what a ledge job needs before it is booked.

How deep can a ledge or bench be at an apartment or HOA pool?

Public pools have their own numbers. Under the 2021 code, a tanning ledge or sun shelf that serves as a public pool's required entry and exit may be no more than 12 inches below the waterline, and stair treads there are at least 24 inches wide at the leading edge. The CDC's Model Aquatic Health Code, which is a model and not Texas law, allows underwater shelves next to water 3 feet 6 inches deep or less, limits them to 24 inches deep with a slip-resistant, contrasting nosing on the front edge, and keeps underwater benches within 20 inches of the water line in areas no deeper than 5 feet.
