Of those 349 units, 324 were occupied in 2020 and 25 were vacant. Survey figures for 2020 to 2024 from the Census Bureau set the median year built at 1981 and the median home value at $268,200, with a median household income of $58,092. Owners occupy 272 of 379 homes in the survey, or 71.8%, and none of Pendleton's homes are in buildings of five or more units.

White cement, admixtures and an eggshell finish

The cement is what makes the plaster white. Pool plaster uses white cement meeting ASTM C150, C595 or C1157, according to a technical bulletin from the Portland Cement Association and the National Plasterers Council, and that cement typically holds 0.4% or less iron oxide, where gray portland cement holds 2.6%. Admixtures can change the mix too. In the Council's account, pozzolan products tie up calcium hydroxide, the weakest part of plaster, and have cut etching, cracks and mottling, and silicone products make plaster better at repelling water; both raise the price, and neither is fool-proof.

Properly hard-troweled, the Council says, plaster should be no rougher than very fine sandpaper of 220 grit or finer, like an eggshell, though steps, benches and walk-out areas shouldn't be overly smooth, so feet don't slip. The plastering standard and white plaster's service life

Pool plastering has a national standard behind it. Section 307.2.5 of the International Swimming Pool and Spa Code, in both its 2021 and 2024 editions, says the plastering of pools and permanently installed concrete spas shall follow APSP/NPC/ICC-12. A revised edition, ANSI/PHTA/NPC/ICC-12 2025, came out on April 14, 2025 from the National Plasterers Council, the International Code Council and the Pool & Hot Tub Alliance; it covers the cement-based interior finish of public and residential pools and spas, from the finish materials to the application and finishing methods of common accepted trade practice.

How long a white coat lasts depends on more than the plaster. Universal White Cement says that with good materials, sound application and decent water care, white cement plaster should routinely give 15 to 20 years of service, and it compares plaster life to a three-legged stool of materials, application and water environment. The National Plasterers Council describes white plaster as relatively "soft" next to other options and more affected by water chemistry than some newer products; over the years its appearance changes, sometimes only by a little shading or scale and, in extreme cases, by stains, etching, cracks or delamination. Bell County rules outside the cities

Pendleton has no city or town government of its own: the Census Bureau's Gazetteer lists it as a census-designated place, a statistical area, which is also why the Bureau publishes no yearly population estimate for it. That leaves Bell County's position for its unincorporated areas. Asked whether it requires building permits or has zoning there, the County Engineer's land development page answers: "The answer to both of these questions is 'No.'" Outside the cities, it says, "there is no building permit, building code or zoning with which you must comply." The rules the County does point to are the Bell County Health District's, on the size and placement of septic systems, and a septic permit application includes a "Flood Plain Exemption Certificate" that the County Engineer's Office reviews. Neither answer mentions pools, so ask the County Engineer's Office before work is booked.

Pendletonville, the Santa Fe and George C. Pendleton

A community known as Pendletonville grew up around the railroad station in the early 1880s, named for George C. Pendleton, a local merchant and politician who would later become lieutenant governor of Texas. It grew from forty inhabitants in 1884 to 150 in 1890, and by 1914 had an estimated 400 residents, a post office, Baptist, First Christian and Methodist churches, three cotton gins, a bank and three general stores.

The name became Pendleton in 1908. A slow decline began in the 1920s: the population ranged between 200 and 260 through the 1930s, and by 1949 the community had eighty people, two churches, a school and three businesses. In 1988 Pendleton had sixty residents and one business, and the population was still sixty through 2000.

  1. Inspect the worn finish

  2. Ask the County

    Pendleton has no city permit office, and Bell County says its unincorporated areas have no building permit or code; ask the County Engineer's Office whether anything else applies before work is booked.

  3. Fill soon after final set

    The National Plasterers Council says traditional hard-troweled white plaster without modifiers should be filled as soon as possible after final set, while high-performance finishes may need extra time first.

  4. Bring calcium up slowly

    NPT, maker of StoneScapes, publishes a start-up that sets alkalinity at 70 ppm on day 2 with calcium hardness at a minimum of 150 ppm, then raises calcium slowly over 28 days, not past 200 ppm; the National Plasterers Council's card uses different calcium figures.

  5. Think twice about an acid start-up

    A pool-service research and consulting group warns that an acid start-up dissolves plaster dust but also etches the whole plaster surface evenly, leaving it rougher and more porous, so it is less durable, easier to stain and harder to clean over time.

  6. Keep the water balanced

    The owner disclosure the National Plasterers Council endorses describes the industry practice of keeping the Langelier Saturation Index at 0 to plus or minus 0.5.

Pendleton questions: septic and flood plain

Does a septic system matter for pool work in Pendleton?

It can. Outside city sewer service, the Bell County Public Health District requires every on-site sewage facility to be permitted, whatever the lot size, and its local rules require all construction, alteration, extension or repair of a septic system to be permitted and inspected. The district's site-evaluation form asks applicants to mark swimming pools on the site plan, alongside buildings, easements and water lines. If any part of the pool job comes near the septic system, ask the Health District first.

Is there a flood plain rule for pool work near Pendleton?

The Bell County Engineer's Office is the county's flood plain administrator and checks construction against local and federal flood plain rules; in the flood plain a structure must be raised above the base flood elevation, and a flood plain permit is required. The County's Flood Damage Prevention Court Order, adopted on July 28, 2008 and effective September 26, 2008, prohibits development in the floodway except with extensive engineering and flood proofing.
