The City's checklist for backyard pools

Temple's Building Permits & Inspections page puts swimming pools on its list of structures requiring a building permit, and says the City has adopted the 2015 International Codes and the 2023 National Electric Code. Its residential checklist for swimming pools and spas asks for a site plan showing the distances to property lines, the public utility easement, the pool equipment location and any windows within 5 feet of the water's edge, along with a full cross-section drawing of the pool shell or spa, the plumbing and electrical point of connection, and a bonding diagram giving the wire type and size.

Fence rule and fees

The fence line on that checklist reads, in the City's words: "Requires a minimum 4' fence with a self-latching gate. An audible alarm system may be required." The fee schedule charges $110 for an in-ground pool or spa and $35 for an above-ground one, and the square-footage fees for new homes and for new multifamily and commercial buildings say they do "not include permits for fences, storage buildings, accessory structures, lawn irrigation, or swimming pools."

The state rulebook for public pools

Texas law requires the state's public-pool rules to be at least as strict as the Virginia Graeme Baker Pool and Spa Safety Act, a federal law, and to adopt an International Swimming Pool and Spa Code edition no older than the one in effect on May 1, 2019 for all construction, alteration, renovation, enlargement and repair of commercial pools and spas. The Texas Department of State Health Services takes the code's chapters on general compliance, as they relate to commercial work, and on public pools, public spas and aquatic recreation facilities, but not its chapters on residential pools and spas. Enclosure heights follow the class of pool: Class A and Class B pools need at least 6 feet with no gap a 4-inch sphere can pass, apartment and HOA pools follow the state's 48-inch pool-yard enclosure law, and other Class C pools need at least 48 inches.

Drain covers, decks and water balance

The U.S. Consumer Product Safety Commission reminds public pool owners, hotels, motels and apartment complexes among them, that they need ANSI/APSP-16 2017 compliant drain covers, plus a second anti-entrapment system where there is a single blockable main drain or drains on the same plane less than three feet apart. The 2021 International Swimming Pool and Spa Code, the edition Texas works from for public pools, calls for a deck or unobstructed access around at least 90 percent of a public pool's perimeter, slip-resistant walking surfaces within 4 feet of a pool or spa, and a deck at least 6 feet wide between a pool and a spa.

The state's chemical table for public pools sets calcium hardness at a minimum of 150 ppm, an ideal of 150 to 400 ppm and a maximum of 1,000 ppm; total alkalinity at 60 ppm minimum, 60 to 180 ppm ideal and 180 ppm maximum; and pH at no less than 7.0, ideally 7.2 to 7.6, and no more than 7.8. Leon River water, drought stages and clay soil

The City's 2025 water report

Temple's drinking water is surface water from the Leon River, south of Lake Belton, in the Brazos River Basin, treated at the City's Water Treatment Plant. The 2025 report lists chloramines as the disinfectant, averaging 2.89 ppm within a range of 2.76 to 3.11 ppm, against a maximum residual level of 4.00. Its metals table gives hardness from calcium and magnesium of 174.1 ppm, with calcium at 56.4 ppm and magnesium at 8.15 ppm, and its secondary table lists total alkalinity of 158 ppm, bicarbonate alkalinity of 193 ppm, total dissolved solids of 266 ppm, sodium at 18.1 ppm, chloride at 29 ppm, sulfate at 20 ppm and pH 7.5 (range 7.2 to 8.3), all for 2025.

For a new finish, the National Plasterers Council lists a sequestering agent, a metal and mineral stain preventer, as optional but recommended by many at start-up, and says that if one is used it should carry on at the maintenance dose. Stage 1 now, pool limits at Stages 2 and 4

When checked on October 5, 2026, the City's water conservation page said Temple was in Stage 1, voluntary year-round conservation. The City's 2024 Drought Contingency Plan, adopted April 17, 2024, counts water used to fill, refill or add to an indoor or outdoor swimming pool as non-essential use, listed with washing vehicles, hosing down hard surfaces and running ornamental fountains. At Stage 2 a pool may be filled, refilled or topped up only on the designated watering days set by odd or even street address, and at Stage 4 filling, refilling or adding water to pools is prohibited. Clay that can crack concrete

Bell County's 1977 soil survey, made by the USDA Soil Conservation Service, maps a Houston Black-Urban land complex "mainly in Killeen and Temple" and rates its shrink-swell potential very high: dry spells open cracks up to 2 inches wide in these soils, and the survey says those cracks can cause concrete sidewalks, concrete floors and brick walls to crack in turn. From a railroad camp to a medical center

Temple Junction, Mud Town and Tanglefoot

In 1880 Jonathan E. Moore sold 187 acres to the Gulf, Colorado and Santa Fe Railway for a construction camp. The railroad called it Temple Junction, after its chief engineer, Bernard Moore Temple, while local residents called it Mud Town or Tanglefoot, until a post office opened in January 1881 and made the name Temple official. The town incorporated in 1882, and by 1884 its 3,000 residents had three churches, a school, two banks, two weekly newspapers, an opera house and a waterworks. The Santa Fe Hospital opened in 1891, King's Daughters Hospital in 1897 and Scott and White Hospital in 1904, making Temple one of the leading medical centers in the Southwest, and an interurban line ran between Temple and Belton from 1905 to 1923.

The population grew from 7,065 around 1900 to 15,345 by 1930, nearly doubled from 15,344 in 1940 to 30,419 in 1960, and reached 54,514 by 2000. Temple Junior College opened in 1926, a Veterans Administration hospital opened in 1942, and the Temple area became a convenient place for military personnel to retire.

The Belton Lake Outdoor Recreation Area adds paddle boats, jet skis, a water slide, cabins and a rustic lodge, and Miller Springs Nature Center draws hikers, rock climbers, photographers and bird watchers.     The CDC's Model Aquatic Health Code says loose, broken or missing suction outlet covers and sumps at a public pool are secured or replaced right away to the maker's requirements, and the pool stays closed until the repair is done.

  4. Mark the depths

    The 2021 International Swimming Pool and Spa Code places public-pool depth markers at the maximum and minimum depths and at every slope change, at steps of no more than 2 feet and no more than 25 feet apart, accurate to within 3 inches.

  5. Bring the chlorine up

    State law sets a minimum free chlorine of 1.0 part per million in a public pool in use and 2.0 in a public spa, and public pool water may not show an acid reaction to a standard pH test.

  6. Add chemicals the safe way

    The National Plasterers Council's rule for every chemical addition is to add the chemical to the water, never the water to the chemical. It also notes that its procedures are advisory and non-binding.
