Soils the 1977 survey maps in the city
The USDA Soil Conservation Service's 1977 soil survey of Bell County maps several of its urban-land soil complexes in Belton. Its San Saba-Urban land complex is "mostly in Belton, Fort Hood, and Killeen," and in the NRCS description of San Saba clay, dry soil opens cracks 1 to 3 inches wide that reach 20 inches down or deeper and stay open for 90 to 150 days in most years. In the Denton-Urban land complex, the survey says the urban land in Belton and Killeen is mostly single-unit homes with their driveways, sidewalks and patios, and, on shrink-swell, that it "can cause cracking and shifting of structures"; nearly all new homes were being built on floating reinforced concrete slabs. The Purves-Urban land complex, also mostly in Belton, Fort Hood and Killeen, takes its name from Purves, a shallow soil formed in interbedded limestone and marl, and the survey lists shallow depth to limestone among the features that affect building there; and in the Lewisville-Urban land complex, mainly in Belton and Killeen, building-lot cuts and fills were a few inches to 1 or 2 feet deep.

The makers are just as cautious about draining: Latham's manual says draining a fiberglass pool before the hydrostatic pressure is relieved will buckle and crack the shell, and Tallman says never to drain one of its pools without written authorization.
Heat, freezes and coating windows
NOAA's 1991–2020 normals for its Stillhouse Hollow Dam station, at one of the two lakes Belton sits near, count 20.1 days a year at 100°F or above and 32.9 nights at or below 32°F, with a July normal high of 95.2°F, a January normal low of 35.7°F and 36.97 inches of rain a year. Paint makers set their own windows. Insl-x applies its pool paints between 50°F and 85°F and out of direct sun, painting the east wall in the morning while it is shaded and the west wall in late afternoon. Ramuc gives 50°F to 90°F for its EP epoxy, with overnight temperatures at 50°F or more, and lets it cure 5 to 7 dry days outdoors before filling, plus an extra day for each day of rain.

The 2015 pool code and permit fees
Belton has adopted the 2015 International Swimming Pool and Spa Code, with Appendices A through G, to govern the "design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of swimming pools and spas." Its 2026 fee schedule prices swimming pool permits at $51.50 above ground, $90.00 in-ground and $115.00 commercial or institutional, plus a $10.50 pool bonding and grounding fee. The City's own pages don't say in their words whether a resurfacing job needs a permit, so ask Belton's building office before work starts.
Dechlorinated water only
Belton's illicit-discharge ordinance lets pool water into the storm drain only once it has been de-chlorinated so that total residual chlorine is below 0.10 mg/L and it contains no harmful amount of chlorine, muriatic acid or other treatment or cleaning chemicals. It separately bans any filter backwash from a swimming pool, fountain or spa, any pool water at or above that chlorine level, and any saline pool water. Statewide, TCEQ counts pool drain and backwash water as alternative onsite water that may be reused on the property, for landscape irrigation for example, as long as it isn't used within five days of adding shock or acid and doesn't pond or run off across property lines or onto paved surfaces.
Drought stages tied to Lake Belton
The City's drought plan follows the Brazos River Authority's declarations for Lake Belton: Stage 1 at a 6.8-foot drawdown, Stage 2 at 16.1 feet, Stage 3 at 28.2 feet and Stage 4 at pro-rata curtailment. Stages 2 and 3 confine pool filling to the designated watering day, between midnight and 10 a.m. or 8 p.m. and midnight, and Stage 4 prohibits it. On October 4, 2026 the Texas Water Development Board's provisional data had Belton Lake at 593.22 feet, 97.8 percent full and 0.78 foot below its conservation pool. Check the City's current stage before a pool is drained.

Nolan Springs, Nolanville, Belton
The settlement on Nolan Creek was first called Nolan Springs, for Philip Nolan, then Nolanville; the first town lots were sold on August 26, 1850, and in December 1851 the Texas legislature incorporated the town and renamed it Belton, after Bell County. It was laid out on the Shelbyville plan around a large courthouse square, where a two-story limestone courthouse replaced the log original in 1859 and a Renaissance Revival courthouse by architect Jasper N. Preston followed in the late 1870s. In 1887 the Belton Woman's Commonwealth, an economic cooperative led by Martha White McWhirter, opened the three-story Central Hotel, for years the town's largest and most modern, along with the town's first library.
Temple, founded by the Santa Fe railroad eight miles northeast in 1881, quickly passed Belton as the county's largest town, but Belton's role as county seat and cotton center ensured its survival, and Baylor Female College, later the University of Mary Hardin-Baylor, moved to Belton in 1885. The population peaked at 6,500 in 1928, fell to 3,779 by 1931, recovered from the early 1940s as Fort Hood developed, and stood at 14,623 in 2000. In December 1913 much of downtown flooded when Nolan Creek overflowed its banks.

Belton sits near Belton Lake and Stillhouse Hollow Lake, both U.S. Army Corps of Engineers reservoirs, and it buys treated water from both: most from Bell County WCID No. 1, which treats Lake Belton water, and a small portion from Central Texas Water Supply Corporation, which treats Stillhouse Hollow water, on two separate systems that aren't blended. The City's 2025 water report lists "Total Chlorine" as its disinfectant, averaging 2.16 ppm, and the City's own chloramines notice explains that chloramines, chlorine with ammonia added, are used for long-lasting disinfection. Belton ISD runs a dedicated Swim Center with middle school and UIL high school swimming, swim lessons, the Tiger Sharks USA Swim Team for ages 4 to 18, lap swimming and water aerobics.

National 2026 figures put most residential fiberglass resurfacing at $5,000 to $15,000, a small 10x20 pool at $5,000 to $7,000, and a full fiberglass layer rebuild at more than $20,000.
