Hilltop, William Oglesby and the ordnance plant

Settlers were in the area by the mid-1850s, but the community wasn't established until the railroad came through in 1882. Hilltop was soon renamed for William Oglesby, who gave land for the townsite, and a post office opened in 1883. By 1884 Oglesby had gristmills, cotton gins, three churches, a district school and 100 residents, and it shipped cotton and corn.

The town reached 500 residents in the late 1920s and was hit hard by the Great Depression. Recovery came after the United States entered World War II, when, in the Handbook of Texas's words, "the naval ordnance plant located between Oglesby and McGregor provided area residents with much-needed jobs." Oglesby incorporated in 1953 with a mayor-council government, and its population rose slowly from 400 in 1949 to 515 in 1988, then stood at 452 in 1990 and 458 in 2000. The Oglesby Independent School District serves the town's students.

Resurfacing services for Oglesby homes

The Census Bureau's housing count

Of the 203 housing units counted in the 2020 Census, 175 were occupied and 28 vacant. The Census Bureau's 2020–2024 American Community Survey places the median year of construction in Oglesby at 1972. It counts 133 owner-occupied homes among 185 occupied ones (71.9%), with a median home value of $110,600 and a median household income of $47,750, and it finds no homes in buildings of five or more units.

Getting an old shell ready

Much of a resurfacing job happens before any new finish goes on. SGM's installation manual has every bit of loose material, such as dripped thin-set, grout, paint, dirt or old patching, taken off by scraping, pressure washing or sandblasting, and algae, mold and mildew killed with a chlorine wash, because leftovers cause discoloration and bond failure. Water pushing through the shell under hydrostatic pressure, the "weepers," must be stopped first, with hydraulic cement plugging the leaks and sealing around fittings.

SGM's order starts with a scratch coat in the deep-end bowl, which sets last and has to be walked on later, then moves across the walls, starting with the shady ones and ending in the sun; the final coat covers every surface at 3/8 to 1/2 inch. The National Plasterers Council's tolerance document wants a cement-based finish to average between 3/8 inch at minimum and 3/4 inch at maximum. Killeen Pool Resurfacing resurfaces in plaster, quartz, pebble and glass bead, and will talk through the choice for an Oglesby pool at the free estimate.

More pool work toward McGregor and Mound

Besides resurfacing, Oglesby households can call us for a replaster or plaster repair, fiberglass refinishing, a painted finish, new waterline tile or coping, a new vinyl liner, deck work, and crack, skimmer and leak fixes, and we handle apartment, HOA and commercial pools as well.

The Handbook places that wartime ordnance plant between Oglesby and McGregor, and McGregor's page covers gelcoat fiberglass pool resurfacing in McGregor. Elsewhere in Coryell County, Mound sits on Farm Road 1829 eight miles southeast of Gatesville, and Mound's page covers pool replastering and plaster repair in Mound.

From first look to a full pool in Oglesby

  1. Size up the shell

At a free estimate we'll look for loose or hollow spots, stains, weepers and worn tile, and go over the finishes that suit the pool.

  2. Ask the City and the County

Put the job to the City of Oglesby and to Coryell County's Development and Permitting Department before work starts, since no City code could be found online.

  3. Degrease and etch

SGM's manual removes oil and grease with trisodium phosphate and water, checks by wetting the whole shell and watching for beading droplets, and then etches the surface with muriatic acid and water.

  4. Give the bond coat time

Where a bond coat goes over old plaster, SGM says its Bond Kote needs at least 6 hours to cure before plastering, and may need a fresh coat if rain hits it or it sits for more than a few days.

  5. Watch the first 28 days

By the National Plasterers Council's account, a new finish stains, scales or discolors most easily during its first 28 days, so start-up means frequent brushing and daily testing and adjusting of the water.

Permits in Oglesby: the City and the County

Is Oglesby an incorporated city?

Yes. The Census Bureau's Gazetteer records Oglesby with the code for a city and a functional status of "A," an active government, which makes it an incorporated municipality rather than a census-designated place. The Handbook of Texas dates its incorporation to 1953, with a mayor-council form of government. No City of Oglesby website, code of ordinances or permit page could be found, though, so ask the City directly what pool work needs before anything is drained.

Does Coryell County issue permits for pool work in Oglesby?

Not on its published list. Oglesby lies entirely within Coryell County, and the County's Development and Permitting Department lists help with subdivisions, fence row clearing, mailbox permits, culvert and driveway permits and utility excavation; no building or pool permit appears on the list. Whether the County's list is the only rule inside the city limits couldn't be confirmed, so check with both the County and the City before work is scheduled.
