Pool Replastering and Plaster Repair in Mound, Texas
Killeen Pool Resurfacing offers pool replastering and plaster repair in Mound, Texas, the Coryell County community on Farm Road 1829, eight miles southeast of Gatesville. The National Plasterers Council notes that a pool's interior finish carries no structural rating and isn't counted as part of the pool's structure, and that finish is the layer a plaster repair or a replaster deals with.
The 2020 Census counted 174 residents in Mound and 68 homes, 61 of them occupied. As a census-designated place, Mound gets no yearly population estimate from the Census Bureau. Whether a pool sits along Farm Road 1829 or out toward State Highway 36, a free estimate settles whether a patch will hold or the plaster needs replacing.

Coryell City water for a fresh plaster finish
Mound's water comes from the Coryell City Water Supply District, which buys its surface water from the City of Gatesville; the District's report traces that supply back to Lake Belton in Bell County. Its 2025 water report lists chloramines as the disinfectant, averaging 1.46 ppm across a range of 0.027 to 2.83 ppm, under a maximum residual level of 4, and it prints no hardness figure.
Filling a newly plastered pool
Since the report gives no hardness reading, the fill water itself gets tested. The National Plasterers Council's fill-day card asks for working filtration, a clean cloth over the end of the hose at the deepest point, an uninterrupted fill up to the middle of the skimmer, no outside water and nobody in the pool. The fill water is tested for pH, alkalinity, calcium hardness and metals, and filtration starts the moment the pool is full.

Surface and structure work together
According to the Council's Technical Bulletin 7, a pool stays watertight through two layers working together: the shotcrete or concrete structure and the interior finish. At an estimate, Killeen Pool Resurfacing looks at both the plaster and any crack that might run deeper before saying whether a patch is enough.
Scale, metal stains and acid washing
Not every blemish is damage. The Council says scale shows up as a white or light-colored film that can dull or hide a finish's color, while metals leave stains of their own: copper and manganese can turn plaster blue, green or black, and iron red, orange or black. It also gives "acid wash" three meanings: dissolving material to clean off efflorescence, dirt or stains; etching an exposed-aggregate surface to reveal the stone; and a diluted acid treatment that lifts certain stains while taking little, if any, of the surface.
What a patch costs next to a replaster
National figures updated in 2026 say a plaster finish with only a few cracks may need a repair rather than a full replaster: the pool is partly drained to below the damaged area and patched with pool-patching plaster, or sometimes with an underwater epoxy patch, and repairing small cracks typically costs $110 to $300. Other national averages for 2026 frame the range: a DIY kit can cover a coin-sized spot for under $50 in many cases, a professional patch tends to fall around $150 to $400 as a planning figure, and a professional replaster for an average 16-by-32 pool commonly runs about $5,000 to $9,000, with the finish, local labor rates and the preparation the old surface calls for setting where a job falls. They are published averages, not our prices. When the whole surface has worn out, our pool replastering page goes through the materials and finishes.

Mound has no city government. The Census Bureau's place code lists "Mound CDP" as a statistical area with no government of its own, so there is no City pool code, permit counter or drain-water ordinance to follow. Coryell County's Development Permitting office lists permits for subdivisions, floodplain work, septic systems, mailboxes and utility excavation, but no general building code or zoning, and it names no pool rule. Ask that office whether a plaster repair or a replaster needs anything from the County before work is booked. The water district does have a rule for the hose connection, covered in the questions below.
White Mound, the railroad and Mound today
A school named for a chalk hill
Mound takes its name from the White Mound School, which was itself named for a nearby white chalk hill. Settlers arrived in the early 1850s, making it one of the oldest communities in Coryell County, and the White Mound Baptist Church was established in 1874. In 1882 the Texas and St. Louis Railway laid track from Waco to Gatesville through Mound, and a post office opened in 1884 with Isaac Franks as postmaster. By 1890 the community had a mill, a gin, a general store and 25 residents, and it peaked between 1910 and 1920 with a cotton gin, two general stores and 100 residents.
Gatesville schools and two highways
The Mound school district was consolidated with Gatesville Independent School District in 1971, and the Census Bureau's school-district map still places Mound's center point in Gatesville ISD. The railroad abandoned its track between Gatesville and Lime City in 1972, but residents kept easy access to State Highway 36 and U.S. Highway 84, and the population estimate held at 75 from the late 1960s through 2000. Mound lies about 19.6 miles north-northeast of Killeen's Census center point. In the 2020–2024 American Community Survey, drawn from a very small sample of 33 homes, 45.5% of occupied homes are owner-occupied and none are in buildings of five or more units; the survey publishes no median home age, value or household income for Mound.
More pool work near Mound
Beyond plaster, we handle the rest of a pool's surfaces and parts: quartz, pebble or glass bead finishes for owners who want an upgrade, fiberglass resurfacing, pool painting and vinyl liner replacement, waterline tile, coping and deck resurfacing, and leak, skimmer and crack repairs, for home pools and for apartment, HOA and commercial pools.
Flat, at State Highway 36 and Farm Road 931, was first called Mesquite Flat until the postal department turned that name down; its page covers pool resurfacing and repair in Flat. South Mountain, an incorporated town about three miles east of Gatesville, has a page on residential pool resurfacing in South Mountain.
How a plaster repair or replaster runs
Look in good light
At a free estimate we'll judge the plaster with the pool full of clean water, in morning or afternoon light or under cloud cover, because the National Plasterers Council warns that overhead sun, windy days and pool lights at night all exaggerate imperfections.
Ask Coryell County
Check with the County's Development Permitting office before work is booked, since Mound has no city permit office of its own.
Price a patch and a replaster
Where either could work, we'll price both, using the published patch and replaster ranges above as a guide.
Plaster a cool, damp shell
SGM's installation manual for its Diamond Brite finish says the surface underneath should be cool and damp but not dripping. Standing water weakens the finish in spots, and a hot, dry shell sets the plaster too fast, which leads to check cracking and delamination.
Expect fine check cracks
The Council says every cementitious finish develops some shrinkage or check cracking before the pool is filled, counting cracks that form during application or within 24 hours of final set, and that they typically reseal under water as the cement keeps hydrating.
Brush off the plaster dust
The Council's owner summary says plaster dust has to be brushed and filtered out within the first seven days after filling, or it can stick to the surface and be very difficult and expensive to remove.

Will refilling a pool raise my Coryell City water bill?
It can show up there. The Coryell City Water Supply District's own FAQ lists "getting pool refilled" among the reasons a bill can run higher than expected, next to longer showers, landscaping projects that need more watering and sprinkler systems, and it suggests checking for a leak somewhere else in the home as well. Killeen Pool Resurfacing can go over the refill at the free estimate.
Does the water district have rules for the hose used to fill a pool?
Yes. The District runs a cross-connection control and backflow prevention program under the federal Safe Drinking Water Act of 1974 and TCEQ's RG-195. Owners install, maintain and test backflow preventers every year at their own expense, and every hose bib must have a permanently attached hose bib vacuum breaker.
