Pool Resurfacing and Repair in Flat, Texas

Killeen Pool Resurfacing handles pool resurfacing and repair in Flat, Texas, the Coryell County community at State Highway 36 and Farm Road 931, ten miles southeast of Gatesville. Not every crack calls for either: by the National Plasterers Council's account, every cement-based finish picks up fine shrinkage or check cracks before the first fill, and they typically close up again underwater as the cement goes on hydrating.

Flat had 157 residents in the 2020 Census, in 86 housing units. Whether your home is near the community center in the old school building or out along Farm Road 931, a free estimate is where a repair and a full resurfacing get weighed against each other.

Pool resurfacing and repair for Flat homes

A 1992 median year built

Of the 86 housing units the 2020 Census counted in Flat, 69 were occupied and 17 vacant. The Census Bureau treats Flat as a statistical area rather than a city, so it publishes no yearly estimate between censuses. Its 2020–2024 American Community Survey figures come from a small sample: a median year of housing construction of 1992, 57 of 72 occupied homes owner-occupied (79.2%), a median household income of $63,693, no median home value reported, and no homes in buildings of five or more units.

When a repair is enough

Loose plaster is the usual dividing line. Universal White Cement, a white cement maker, grades delaminated plaster by how far it has gone. A few isolated hollow spots can be cut out and patched. When hollow areas spread or make a pattern, the bond is failing pool-wide and patches mostly postpone a new surface, and separation everywhere calls for a full replaster.

Whichever it is, the 2024 International Swimming Pool and Spa Code sets the standard for the result: materials that give a watertight structure with a smooth, easily cleaned surface, finished so that nothing swimmers touch is a cutting, pinching, puncturing or abrasion hazard.

Coryell County and the water supply

No city government

Without a city government, Flat has no city permit office or zoning code. Coryell County's Development Permitting office lists subdivision, floodplain, septic, mailbox and utility-excavation permits, and no general building code or zoning function; nothing on its list names swimming pools. Ask that office whether a resurfacing or repair job needs anything from the County before work starts.

Two water supply corporations on record

Records for the Flat area name two water supply corporations. Fort Gates Water Supply Corporation's 2025 report describes its water as purchased surface water "from City of Gatesville; Lake Belton located in Bell County," and the Public Utility Commission of Texas lists Flat WSC, a water supply corporation in Coryell County, as active since March 1, 1986. Your water bill shows which one serves your address. Fort Gates WSC's report lists chloramines averaging 1.48 ppm (range 1.0 to 2.6) at one set of sample points, and chloramines and free chlorine averaging 1.2 mg/L (range 0.7 to 3.1) at another, against a maximum of 4; it prints no hardness figure.

Without a hardness figure, the balance comes from testing. The Pool & Hot Tub Alliance explains the Langelier Saturation Index this way: at zero the water is balanced, above zero it tends to form scale, and below zero it tends to attack the calcium compounds in cement surfaces. It cites a range of -0.3 to +0.5 and says a slightly positive value may be preferred. Killeen Pool Resurfacing will go over the water at the free estimate.

Mesquite Flat, Fort Hood and the old school

The community first chose the name Mesquite Flat, for the local terrain and vegetation, but when residents applied for a post office in the 1890s the postal department rejected it. They submitted the name Flat instead, and in 1897 were granted a post office by that name. In 1914 Flat had a cotton gin, three general stores and 100 residents. Estimates fell to twenty-five in the mid-1920s and rose again to 125 by the late 1930s, and farming was the main occupation until the 1940s, when much of the area's farmland was taken for the establishment of Fort Hood.

In the 1950s and 1960s Flat became home to military and civilian Fort Hood personnel and to people commuting to jobs in Gatesville or Temple, with an estimated 200 residents in 1960 and 210 in 1970. The Flat school was consolidated with the Gatesville Independent School District in 1963, and in the early 1980s residents turned the old school building into a community center. Population estimates stayed at 210 through 2000, and the Census Bureau's school district map still places Flat in Gatesville ISD.

Other pool work near Flat

Resurfacing and repair cover most of what a concrete pool needs. Beyond them, we put in quartz, pebble or glass bead surfaces, refinish fiberglass, paint and reline pools, redo waterline tile, coping and decks, and track down skimmer and leak problems, for households and for apartment, HOA and other commercial owners.

Mound, another Coryell County community, has a page on pool replastering and plaster repair in Mound, and South Mountain's page covers residential pool resurfacing in South Mountain.

Steps in a resurfacing or repair job

  1. Sort repair from resurfacing

At a free estimate we'll sound the plaster for hollow areas and look at the cracks, since fine shrinkage cracks that formed before the first fill usually reseal underwater, while spreading hollow areas point to a new surface.

  2. Ask the County and the water supplier

Check with Coryell County's Development Permitting office, and ask your water supply corporation whether a drought stage limits outside water use before the pool is drained.

  3. Put the drain water to use

Under TCEQ's reuse rules, water drained or backwashed from a pool is 'alternative onsite water', which a homeowner may put to landscape irrigation, gardening or foundation stabilization without TCEQ authorization, provided the rules are followed; the property owner answers for doing it properly.

  4. Fill promptly

Plaster begins to hydrate as soon as it is mixed, NPT notes, and 86% of its cement has cured by day 28, so NPT treats a timely fill and a dedicated start-up as critical to the job.

  5. Clear the plaster dust

In its guide for owners, the National Plasterers Council asks for the dust that rises from new plaster to be brushed and filtered out during the first week; left in the water, it can bond to the finish and cost a great deal to remove.

Flat pool resurfacing questions

Can I refill a pool in Flat during a drought stage?

That depends on the stage and on your water supply corporation. The drought contingency plan of the corporation serving Flat has three stages. Stage I (Mild) allows outdoor watering on alternating days. Stage II (Moderate) begins at 90% of available supply for three consecutive days and says: "All outside water use is prohibited (except for a livestock or other exemption or variance granted under this section)." Stage III (Severe) prohibits all outside watering and restricts each member to a percentage of the prior month's usage. The plan doesn't name swimming pools, so ask the corporation whether a pool fill counts as outside water use before the pool is drained, and ask Killeen Pool Resurfacing to plan the job around the answer.

What does pool resurfacing cost?

National figures for 2026 put most pool resurfacing at $6,000 to $15,000, with an average around $11,000; a budget paint or epoxy refresh starts at about $1,500, while full tile can pass $30,000. Refilling costs extra when the water is trucked in: national averages with no data year stated price a 6,000-gallon truckload at $200 to $600 and a full 10,000- to 20,000-gallon pool at $400 to $2,400. Those are published averages, not our prices; a firm number for a Flat pool comes after a visit.
