Pool remodeling and resurfacing for Moody homes

Housing with a 1973 median

The 2020 Census recorded 575 housing units in Moody: 502 occupied, 73 vacant. Across the 2020–2024 American Community Survey, the median Moody home was built in 1973, and owners occupy 392 of 511 occupied homes, or 76.7%. The survey sets the median home value at $168,800 and median household income at $69,750, with just 0.5% of homes in buildings of five or more units.

Waterline tile and coping

Pool tile, by LATICRETE's guide, should be impervious (absorbing under 0.5% of water) or vitreous (under 3.0%); anything absorbing more than 3% may expand permanently from moisture. It asks for mortars suitable for continuous water submersion, notes that latex mortars improve adhesion, reduce chemical attack and add flexibility, and recommends epoxy adhesives to eliminate deterioration from chemical attack. On top of any joints carried up from the shell, it adds movement joints every 8 to 12 feet in each direction, for long-term moisture expansion and for shrinkage as the pool is emptied.

At the edge, Unilock's guide says coping a concrete pool is the simplest case, since the wall itself supports the coping units, and its first step is scarifying the wall's top for a good mortar bond. The 2021 International Swimming Pool and Spa Code wants coping, like decks and ramps, to be cleanable and slip resistant. Our pool remodeling page goes further, into tanning ledges, diving pool conversions and new shotcrete.

What remodels and resurfacing cost in Texas

Typical Texas pricing reported in 2025 puts a basic cosmetic pool update at $15,000 to $25,000, a significant renovation at $30,000 to $50,000 and a complete transformation at $50,000 or more. Inside a remodel, the same source prices deck work at $8,000 to $25,000, tile with coping at $5,000 to $15,000, and resurfacing on its own at $5,000 to $15,000. Typical Waco-area pricing reported in 2021 gave white-plaster resurfacing as $4.80 to $6.20 per square foot, $5.50 on average, with draining, sandblasting and preparing the surface, the plaster, smoothing and acid-washing, and the refill included, and tile, deck refinishing and other repairs left out. None of those is our price; Killeen Pool Resurfacing quotes a Moody pool after seeing it.

A railroad town named for William Lewis Moody

Moody grew fast, drawing many of its first residents and businesses from nearby Perry, which the railroad had bypassed. By 1884 it had four churches, four cotton gins, two steam gristmills, a school and 250 residents. It became the focus of an independent school district in 1889, had grown to 800 people by the early 1890s, gained a private bank in 1893, and voted to incorporate in 1901 under a mayor-council government.

Estimates ran as high as 1,800 residents by the late 1920s. The Great Depression cut that to 931 by the 1940s, and recovery was slow: 1,385 in the 1980s, 1,329 in 1990 and 1,400 by 2000. Topographic maps from the 1970s show "a community with a substantial business district, seven churches, two schools, and several residential areas."

Texas rules that reach a Moody remodel

State law sets a baseline for pool work in Texas cities. It makes the International Swimming Pool and Spa Code, in its May 1, 2019 form, the municipal pool and spa code across the state, and allows a city to adopt a newer edition. In a city that elects to regulate pools or spas, that code applies to all construction, alteration, remodeling, enlargement and repair of them. Whether Moody regulates pools couldn't be confirmed from the City's own pages, so ask the City of Moody before work is booked.

A remodel that reaches the wiring or the plumbing also brings in state licensing. Electrical work needs a state license from the Texas Department of Licensing and Regulation: anyone doing non-exempt electrical work must hold one and work through a licensed electrical contractor. Plumbing falls under the Plumbing License Law, administered by the Texas State Board of Plumbing Examiners: anyone other than a responsible master plumber needs the proper license, registration or endorsement, and a licensed person supervising the work.

Moody owners can also ask us about a quartz, pebble or glass bead surface, a plain replaster, fiberglass refinishing or painting, a vinyl liner, a resurfaced deck, or repairs to cracks, skimmers and leaks, at a house or at an apartment, HOA or commercial pool.

Troy, the town on Interstate 35 that is also called New Troy, has a page on pool resurfacing in Troy. Pendleton, which began as Pendletonville around a railroad station in the early 1880s and took its present name in 1908, has one on white plaster pool replastering in Pendleton.

Planning a remodel, start to finish

  1. Settle the scope

At a free estimate we'll go through the finish, the waterline tile, the coping and anything else the remodel takes in.

  2. Ask the City of Moody

Check with the City what a remodel needs, since its code of ordinances couldn't be read online, and plan any wiring or plumbing around the state's licensing rules.

  3. Prepare the shell for tile

Before tiling, LATICRETE wants a shell with no standing water and nothing on it that might break the bond: dirt, dust, curing compounds, sealers or other residue.

  4. Dry-fit and grout the coping

Unilock dry-fits and cuts every coping piece before setting, builds the corners first, and recommends a flexible grout in quarter-inch joints, with mortar cleaned off the coping face before it cures.

  5. Let the grout cure

LATICRETE's minimum before refilling a tiled pool is an average of 14 days at 70 degrees F for latex-fortified cement grout and 10 days for epoxy grout.

  6. Keep up the care

The National Plasterers Council says proper water chemistry, brushing, a good cleaning system and regular equipment maintenance are vital for a finish to reach its expected life.

Moody's code and county

Can Moody's code of ordinances be read online?

Not when this page was written. The City of Moody, incorporated in 1901 with a mayor-council government, runs a website whose top menu holds three working links: "Ordinances," a utility "Payment Center" and Moody ISD. On October 5, 2026, the "Ordinances" link led to an outside code library that no longer loaded a Moody code set, and the site itself carried a single page. Ask the City of Moody directly what applies to pool work, and Killeen Pool Resurfacing will plan the job around the answer.

Is Moody in Bell County or McLennan County?

McLennan County. Moody lies entirely within McLennan County, 27.13 miles northeast of Killeen's Census center point, so McLennan County, not Bell County, is the county government for any county-level question. The County's own position on building permits couldn't be confirmed for this page.
