Some remodels tile the whole interior rather than plastering it. Glass tile made for submerged use is attractive, says LATICRETE, a maker of tile setting materials, but it usually carries a higher price and calls for more installation experience and expertise. Lightstreams, a glass tile maker, says any partly or fully submerged tile needs a waterproof membrane system, since thin-set mortar and grout are not waterproof, and that glass tile also needs a movement joint and tile-fracture system. LATICRETE wants that membrane to form one continuous waterproof pan, and doesn't recommend waterproofing only part of the pool, such as the waterline.
Lightstreams also lists industry minimum cure times of 28 days for shotcrete or gunite, 1 to 7 days for the primary waterproofing depending on the product, 7 days for a mortar bed, 1 day for the secondary waterproofing that glass tile requires, and 21 days after grouting before the pool is filled. The City's statement on the pool code came up when the Council took up a proposal to require fences around stock ponds, in the memo for Ordinance 2026-01, a zoning map amendment whose second reading was heard on January 27, 2026. The memo advised that the City had no rule requiring a barrier around ponds or other bodies of water and that it "only regulates swimming pools/spas through the International Swimming Pool & Spa Code (ISPSC)," adding that neither that code nor the International Residential and Building Codes regulate bodies of water. The memo doesn't name which edition of the pool code the City applies.
On the fee side, Gatesville's fee schedule under Ordinance 2026-09, effective June 23, 2026, prices "Non-Living Space (pools, storage buildings, decks, irrigation, fences, carports, patios, pergola, detached garage, awning, driveway)" at "$100.00 each." It doesn't say whether a remodel of an existing pool needs that permit, so ask the City's Development Services office before work is scheduled.

Which rules a public pool follows
Apartment and HOA pools count as public pools under the State's rules, along with pools open to the general public. For their construction, alteration, renovation and repair, the 2021 International Swimming Pool and Spa Code is the edition the Texas Department of State Health Services adopts. State law requires those rules to allow a minor addition, alteration, renovation or repair to an existing public pool and its mechanical, electrical and plumbing systems in the same manner and arrangement as before, and a pool that complied with Texas law on August 31, 2021 may go on being used, maintained and repaired under the law of that date. For the state rules, a pool's date of construction is the day its building permit was issued, or, where no permit was needed, the day excavation or electrical service began, whichever came first. Decks, depth markers and finish colors
The CDC's Model Aquatic Health Code, a national model rather than Texas law, calls for slip-resistant, textured deck finishes that aren't slippery under bare feet wet or dry, and rules out carpet, artificial turf and wood as perimeter decking. Its minimum deck slopes, away from the water, are 1/8 inch per foot for smooth finishes such as tile or hand-finished concrete, 1/4 inch per foot for exposed aggregate or medium-broomed concrete, and 3/8 inch per foot for heavily textured finishes such as brick; it also wants joints that limit cracking, beveled or rounded deck edges, and concrete decks built to current American Concrete Institute standards.
Texas rules require deck depth markers at public pools to be slip resistant and readable from the deck. The model code places markers at the minimum and maximum depths, on both sides and at each end, on the wall and on the coping or deck within 18 inches of it, no more than 25 feet apart, at 1-foot depth intervals where the water is under 5 feet, with letters and numbers at least 4 inches tall in a contrasting color. Under the 2021 code, the colors, patterns and finishes inside a non-residential pool must not hide objects or surfaces in the water. From frontier supply post to county shipping center
Gatesville was established on land donated by Richard G. Grant soon after Coryell County was organized in 1854, and it took its name from nearby Fort Gates; James C. Newton became its first postmaster that year. The town incorporated with a mayoral government in 1870 and had 434 residents by 1880, when it was an important frontier supply station. Residents then gave $30,000 and land to the Texas and St. Louis Railway, and the section from Waco was finished in 1882, making Gatesville "the county's major shipping and supply center"; its population went from 600 in 1884 to 1,375 in 1890.
The building of Fort Hood in the early 1940s helped the local economy, and Gatesville grew from 3,177 people in 1940 to 4,626 in 1960. Several state correctional units are in Gatesville: the Gatesville State School for Boys of 1887 and the Mountain View School for Boys of 1962, both later women's units of the Texas Department of Corrections, then the Hilltop unit in 1981 and the Alfred D. Hughes men's maximum security unit in 1990. The city counted 11,492 people in 1990 and 15,591 in 2000.
Raby Park and the City Pool
Raby Park, at 400 South 8th Street, dates from 1910 and is named for Dr. J. R. Raby, a local physician; it has playground equipment, a basketball court and a skate park, and the City's other parks include Faunt Le Roy Park, a splash park and a disc golf course. Also on South 8th Street, the Gatesville City Pool at 300 S. 8th St. has a one-meter diving board, six swimming lanes and three children's slides, plus a baby pool, showers and a concessions stand; the City's aquatics page currently reads "CLOSED UNTIL MAY 2027."

Can a pool be filled in Gatesville during a drought stage?
It depends on the stage. Gatesville's Drought Contingency Plan covers everyone who uses City water and lists filling, refilling or adding to "any indoor or outdoor swimming pools or hot tubs/spas" as non-essential use. At Stage 2, drought warning conditions, pool filling is prohibited except on designated watering days, assigned by odd or even street address, between midnight and 10:00 a.m. and between 8:00 p.m. and midnight. At Stage 3 the City's own measures include "discontinued refilling/operation of the city's outdoor and indoor swimming pools." The City's Water Production Department runs around the clock, with use ranging from about 4 million gallons a day in cold winter months to near 11 million in hot, dry periods. Does Gatesville have its own pool fence rule?
The local rule we found is for abandoned pools. Gatesville's nuisance ordinance defines an abandoned swimming pool as "a pool that is no longer in use or is in a state of disrepair," and on abandoned and unoccupied property it requires "A fence that is at least four feet high and that has a latched and locked gate, and A cover over the entire swimming pool that cannot be removed by a child."
