Two water utilities and their drought rules

City water west of Interstate 35

Water service in Jarrell depends on the neighborhood. The City supplies water and wastewater to Home Place, Calumet, Balcones Flats and the other new homes and businesses west of IH-35 inside the city limits, while Jarrell-Schwertner Water Supply Corporation supplies the water in Old Town and Stonebridge, where the City provides wastewater service. The City's 2025 water report names wells in Jarrell and surface water bought from the Brazos River Authority as its sources, with chloramines averaging 2.05 ppm against a maximum residual level of 4.0. The City has also posted that it changed its disinfectant from chlorine to chloramines, a switch made around October 2025.

The water supply corporation's Edwards Aquifer wells

Jarrell-Schwertner WSC relies mainly on groundwater: its own wells and wells owned by Salado Water Supply Corporation draw from the Edwards Aquifer in Bell and Williamson counties. Parts of its northern and eastern service area get surface water from Central Texas Water Supply Corporation, which comes from Lake Stillhouse Hollow, and Lake Granger supplies treated surface water bought from the Lone Star Regional Water Authority. Its own 2025 report lists chlorine as the disinfectant, averaging 1.97 ppm across a range of 0.51 to 3.9 ppm.

Two drought notices

Each utility posts its own stage. The City's utility went to Stage 2 voluntary water conservation effective October 2, 2025. On April 10, 2026, Jarrell-Schwertner WSC posted that the Brazos River Authority had placed its area under Stage 1 drought restrictions. Under its Stage 2 rules, filling, refilling or adding water to a pool is prohibited except on designated watering days, from 12:00 midnight to 10:00 a.m. and from 8 p.m. to 12:00 midnight. Which notice applies depends on the utility named on the water bill, so check its current stage before a drain date is set.

The adopted pool code

By Ordinance 2022-0322-01, adopted March 22, 2022, the City adopted the 2018 International Swimming Pool and Spa Code "as the minimum requirements for the design, construction, alteration, repair and maintenance of swimming pools, spas, hot tubs, and aquatic facilities," along with the issuing of permits and the collection of fees. The City's own words don't say whether resurfacing alone needs a pool permit, so ask its Permits and Development office before work is booked.

Pool water and the sanitary sewer

Jarrell's sewer-use rules keep "swimming pool drainage" out of the sanitary sewer, along with stormwater, groundwater, roof runoff and other clean water, "unless specifically authorized by the director." That rule speaks only to the sanitary sewer, so ask the City where a drained pool's water may go.

Corn Hill, the railroad and the 1997 tornado

Jarrell is named for O. D. Jarrell, a real estate developer from Temple, who founded the town in 1909 with E. C. Haeber of Bartlett where the old stagecoach road met the planned right-of-way of the Bartlett and Western Railway. When it became clear the railroad had bypassed Corn Hill, a mile to the south, its people moved to Jarrell, many of them bringing their houses. By 1914 Jarrell had reached its peak of 500 residents, with a waterworks, electric lights, a movie theater and a hotel, before a long decline followed the cotton bust of the 1920s and 1930s and the closing of the Bartlett and Western in 1935.

On May 27, 1997, Jarrell made national news when a tornado the Handbook of Texas calls "one of great intensity" killed twenty-seven people, ripping homes from their foundations. The town had 1,000 residents by 2000. Jarrell Independent School District serves the city, and its board's history pages record a building committee and a building program in 1916.

  3. Wash, detail and buff

    After a hardening period, Pebble Technology International pressure washes the finish and details it with an acid solution to take off residue or film, and some finishes are lightly buffed to polish the stones before the pool is filled and the water balanced.

  4. Fill without stopping

    Premix-Marbletite's warranty instructions say not to stop the water while a pool is filling and to put any extra fill hoses in the deep end only. Under the water supply corporation's Stage 2 rules, that fill has to fit the watering-day hours.

  5. Follow the start-up the maker names

    The Pool and Hot Tub Alliance's start-up sheet, based on the National Plasterers Council's procedure, applies the same basic 28-day process to pebble, quartz, marble and glass-bead finishes, and notes that many makers of high-performance finishes publish their own instructions, which may differ.

What does a pool permit cost in Jarrell?

Jarrell's fee schedule, current through Ordinance No. 2026-0407-07 of April 7, 2026, charges $500.00 for an in-ground pool permit and $350.00 for an above-ground one. An inspection costs $125.00, a reinspection $275.00 and a third inspection failure $350.00. The schedule doesn't say whether resurfacing alone falls under the pool permit, so ask the City before the job is booked.
