A cotton-gin town on Darrs Creek
James R. Holland's gin and the railroad
Around 1874 James R. Holland settled on Darrs Creek near the future townsite, and in 1878 he built the first steam cotton gin in the southern part of Bell County. A post office named Holland opened in 1879, with the railroad following soon after. By 1884 the community shipped cotton and had 300 residents, several gins and mills, five general stores, four saloons, three hotels, a school and a church, and by 1890 the population had doubled to 600, with four churches and a newspaper, the Guard.
Czech settlers and the Women's Study Club
Considerable Czech immigration reached Holland in the early 1900s, and a Czech Brethren Church was organized there in 1910. The Women's Study Club of Holland, organized in 1914, is one of the oldest women's civic groups in Texas. The town had incorporated by 1933, when it reported 738 people and thirty businesses. Its population hovered around 700 until the late 1970s, then reached 1,014 with ten businesses in 1988, 1,118 in 1990 and 1,102 in 2000. The City of Holland Independent School District runs the town's schools.

The pool code is named outright in Holland: Ordinance 260727-C, adopted July 27, 2026, attaches the 2024 edition of the International Swimming Pool and Spa Code as its exhibit G, alongside the City's other 2024 codes for buildings, homes, plumbing, mechanical work and existing buildings. Each code is "adopted in its entirety, including all appendices," unless the City amends it by ordinance.
The City's fee schedule gives swimming pools a line of their own: a flat $50 for an above-ground pool "(anything that is 3 ft. deep or taller)," while an in-ground pool permit is priced "Based on valuation." A separate remodel permit costs a $125 base fee plus $125 per trade, and miscellaneous residential projects, pools among them, are priced from a separate fee table. The City's words don't say whether replastering an existing pool needs a permit, so ask at City Hall, which also handles park reservations, before work is booked.

Holland's public water system runs on purchased surface water: the City's 2025 water report names an interconnect with Central Texas Water Supply Corporation as its source and lists the City's own Crockett Street and Lexington Street wells as plugged. The report gives chloramines as the disinfectant, averaging 2.96 mg/L within a range of 0.50 to 4.00 mg/L against a maximum residual level of 4, and total haloacetic acids at up to 19 ppb against a limit of 60. It prints no total hardness figure.
The first week after the fill is about plaster dust. The National Plasterers Council says that dust, calcium hydroxide, should be removed and filtered out within the first 3 to 5 days after the pool is full, or it carbonates and sticks to the surface as calcium carbonate, which is difficult and expensive to remove; the cloudiness it brings typically lasts 7 to 10 days after the fill. Confirm the permit question with the City before work is booked, and check which stage of the drought plan is in effect, since the refill has to fit it.
Get the filtration running first
The National Plasterers Council says the pool's filtration equipment should be working before the finish goes on, with a portable filtration system brought in if the pool's own system can't clear the plaster dust.
Keep the accelerator to 2 percent
The Council says calcium chloride used as a set accelerator at no more than 2 percent of the cement doesn't weaken a finish or promote etching, since a pool finish has no metal reinforcement to corrode. SGM sets the same cap, about 1/2 lb per bag, dissolved first so impurities settle out.
Brush twice a day
The Council says to brush the entire pool thoroughly at least twice a day to remove plaster dust, and to keep wheeled vacuums and wheeled cleaners out until after 28 days; brush vacuums and non-wheeled cleaners are allowed.
Chlorine on day three
On day 3 the Council's card adds pre-diluted or liquid chlorine to 1.5 to 3.0 ppm, with no salt in a salt-water pool for the first 30 days, and by day 7 any remaining plaster dust comes out with a brush pool vacuum.

Can a pool be refilled in Holland during a drought?
It depends on the stage. Holland's Drought Contingency Plan counts water used to fill, refill or add to any indoor or outdoor swimming pool as non-essential use, and it sets six stages tied to notices from its wholesale supplier, Central Texas Water Supply Corporation. At Stage 2 a pool can be filled or topped up on designated watering days only, in two windows: midnight until 10 a.m., and 8 p.m. until midnight. From Stage 4 on, through Stage 5 and Stage 6, filling, refilling or adding water to pools is prohibited outright. Ask City Hall which stage is in effect before the old plaster comes out.
Does a fence around a Holland pool need its own permit?
Holland's $50 fence permit isn't written for pools, and a search of the City's code turned up no local change to the barrier sections of the 2024 pool code it adopted in full. The fence application still sets limits that matter beside a pool: a fence may not be taller than three feet in the front yard and must have a gate for emergency egress, may not enclose a water meter, and may not be built through a designated drainage easement. Ask City Hall which rules apply to a pool barrier.
