What the finish makers require

The makers set their own floors. Pebble Technology International will accept a cold-weather job only on days averaging above 40°F, with the shell unfrozen and no freezing before the pool is filled. NPT, the maker of StoneScapes, doesn't recommend installing below 40°F air temperature and says a fresh finish must not freeze in its first 48 hours, so it can reach at least 500 psi. SGM keeps its Diamond Brite materials and work area above 50°F, and below 100°F, for 24 hours before and 72 hours after placement, and CL Industries' Hydrazzo data sheet calls for 40°F and rising, with the air at 60°F and rising.

Hot, dry or windy weather shortens the set time and dries the surface faster, the National Plasterers Council warns, which risks abnormal shrinkage cracking, raises the chance of cold joints and can leave sunny and shaded areas different colors. For the mix, its remedies are cold water or ice, a cement that sets more slowly, a pozzolan, and set retarders used as the maker directs, and SGM wants the shell cool and damp, never dripping, because a hot, dry shell makes plaster set too fast and leads to check cracking and delamination. Wind matters most: in the Council's analysis even a mild 75°F day crosses the critical water-loss level once the wind holds at 12 to 13 mph. Days at 100°F or more average 18.4 a year there, almost all between June and September: 1.0 in June, 6.6 in July, 9.1 in August and 1.6 in September, within a yearly 104.8 days of 90°F or more. Single years swing widely. The station logged 75 days at 100°F or more in 2023, the highest count in its record, which has no temperatures for 2004 to 2010 and few for 2011, and 53 in 2022, yet only 2 in 2021. Its hottest readings were 112°F on September 4 and 6, 2000.

Rain, dry spells and painted or fiberglass pools

The Killeen station's normal rainfall is 34.75 inches a year, and it doesn't fall evenly: May is the wettest month at 4.70 inches, September follows at 3.89, and August is the driest at 1.64. Storms can be sudden; on June 28, 2010, more than 5 inches fell in Killeen in under 2 hours. What each stage allows

Stage 1 of Killeen's drought plan is voluntary and has no pool rule. At Stage 2 and Stage 3, filling, refilling and topping up a pool are limited to the address's designated watering days, and on those days to the hours until 10 a.m. or after 8 p.m.; the rules apply under threat of penalty, and Stage 4, for line breaks, system failures or contamination, bans all outdoor water use except for firefighting and animals. The City's pages still showed Stage 1 on October 4, 2026, after the Brazos River Authority declared Lakes Belton and Stillhouse Hollow full in June 2026; Belton Lake stood 97.8 percent full that October day. The last stretch at Stage 2 ran from August 1, 2023 to April 23, 2024, and summer is when demand peaks: Bell County WCID No. 1 sold a record volume of water in August 2022.

Stage 2 hours against a continuous fill

A new finish wants its water quickly and without a break. A fill can run 18 to 36 hours by NPT's estimate, and the Council says it must run without stopping to the middle of the skimmer, since a stop can leave a discolored ring at that level. Stage 2 hours are shorter than that, and the City's code offers only a general variance for emergencies affecting health, sanitation or fire protection, with no pool-specific exception, so ask the City about the refill before a pool is drained at Stage 2 or higher.

The weeks after resurfacing, season by season

A new cement finish is most open to staining, scaling and discoloration in its first 28 days, the Council says, which is why its start-up asks for frequent brushing and daily testing through that month. In cool months the water itself shifts the balance: the Pool & Hot Tub Alliance notes that water colder than 60°F may be out of balance even though each reading falls inside its ideal range. Winter adds freeze-thaw risk where steps, benches and sun ledges sit near the waterline. The Council wants them covered by at least 4 inches of water, and it doesn't count freeze-thaw damage as a material or workmanship defect; Pebble Technology International and SGM don't warrant against it either. Summer brings the opposite problem. In July 2022, the Texas Water Development Board's one-degree block around Killeen lost 11.08 inches to evaporation and got 0.18 inch of rain, and at Stage 2 or higher every top-up follows the same watering-day rule. For tiled pools, LATICRETE asks for no more than a 10°F difference between the fill water and a sun-heated shell.

Questions about when to resurface a pool

Can a pool be resurfaced in winter in Killeen?

Often, on the right days. The makers' floors sit at a daily average above 40°F for Pebble Technology International and 40°F air for NPT, with no freezing before the fill or, for NPT, in the first 48 hours. Killeen's normals put most freezing nights in December through February, and hard freezes have come well inside that season: lows of 13 to 15°F came at the station from January 14 to 17, 2024, and on January 25, 2026 the high reached only 23°F. A winter job needs a forecast that clears the maker's limits for the days after the finish goes on.

When can the pool heater go back on after resurfacing?

The sources differ. The National Plasterers Council's white paper says to leave the heater or chiller off for 28 days, while its start-up card says to wait until the water is chemically balanced and no plaster dust remains. The Pool & Hot Tub Alliance points to the maker's recommendation, normally 2 to 4 weeks; NPT says once all plaster dust is gone, typically between day 4 and day 10; and Pebble Technology International asks for at least 14 days before the water is heated. How soon should a drained pool be refilled?

As soon as the work allows. The Council wants a new finish completely underwater as soon as it practically can be, because that limits shrinkage cracks and the chance of the finish letting go of the shell. SGM says to drain a Diamond Brite pool only when absolutely necessary, never in its first year, and to refill within 24 hours, because sun and air on the empty finish can cause cracking and delamination. An empty shell has a structural risk too: River Pools explains that groundwater pushes up on a pool, and with enough uplift even a concrete pool will float.

Does the season change the start-up?

The steps stay the same, but the water behaves differently. On the Council's saturation index calculator the temperature factor rises with heat, from 0.6 at 76°F to 0.9 at 105°F, so warmer water leans further toward scale, while water below 60°F can be out of balance with every reading in range. Past day 28 the Alliance still suggests two tests a week until the plaster's secondary cure is done.
