No city government, a county office
With no city government, Briggs has no city permit office or city pool ordinance; the county is the local authority. Burnet County's Development Services office lists its jobs as 911 addressing, on-site sewage facility (septic) permits, subdivision development, floodplain development and outdoor burning, and names no building code, zoning or swimming pool function among them. The County does publish a Building Permit Application Form, which asks for the subdivision, lot and block, the construction type (residential, manufactured home or nonresidential), the estimated cost and square footage, the sewage treatment (an existing septic system, a new one, a public system or a water district) and the water system, with a well as the option listed. Springs, Gum Springs and Taylor's Gin
Briggs sits in northeastern Burnet County on the headwaters of Berry Creek, where permanent springs gave the area its first names, Springs and then Gum Springs. Stephen Taylor later bought the land and built a cotton gin and store known as Taylor's Gin, and after residents petitioned Washington, a post office for Taylor's Gin was granted on March 27, 1888. Dr. William Hazelwood, a physician who practiced there, petitioned to rename the community for his mother-in-law, Mrs. Henry D. Briggs, and it became Briggs on June 21, 1898. By 1900 a site had been platted into lots and blocks, land had been donated for a new school, and 100 people lived there, with two cotton gins, doctors, a drugstore and two general stores.
A bank, a tornado and the school
A tornado demolished the Briggs school on April 12, 1906. The Briggs State Bank was chartered on May 27, 1909, and its limestone and brick building, with a three-bay front and decorative brickwork, went up that spring; bank and town flourished for fifteen more years on cotton and wool, until changing farm practices and a major fire weakened the local economy in the mid-to-late 1920s. The population peaked at 520, served by twenty businesses, in 1936, held between 250 and 300 until the late 1960s, then fell to 96. The Briggs school was consolidated with the Burnet district in 1969, and Burnet Consolidated ISD serves the area today; the population stood at 92 in both 1990 and 2000. The Texas Historical Commission records two burial grounds near Briggs, the Mt. Moriah Cemetery and the Prairie View Cemetery.
